11.3 Washington as President


  • Congress needed money; put an excise tax on luxury goods and whiskey
  • Excise tax on luxury items caused a rebellion.
    • Farmers complained that the tax made their whiskey too expensive, and refused to pay it.
    • Congress lowered the excise tax to end protests. Most paid it.
    • Some rebelled anyway. Washington led 13,000 state militia troops to crush the rebels.
  • Many Americans were thrilled by the French Revolution.
  • France became a republic, and started chopping off the heads of wealthy nobles.
  • Hamilton and Jefferson told George Washington that he was the only one that could keep the nation from falling apart.
  • Washington ran for a second term (4 years)
  • When Washington left the presidency, he warned about political parties
  • The U.S. added three new states, Kentucky, Vermont and Tennessee.
